Vidyamitra Institute is a dedicated policy research and advisory organization operating at the critical intersection of education reform and legal framework development.
We translate rigorous evidence into actionable policy, we have turned field research into policy paper, draft regulations, and assessment frameworks that ministries, provincial legislatures, and regional governments can actually adopt.
We were founded on a simple observation: Indonesia does not lack policy ideas — it lacks the technical machinery to turn ideas into legally sound, implementable instruments. Every engagement at Vidyamitra Institute passes through three disciplines working as one team.
We design and run diagnostic assessments, program evaluations, and field studies that give ministries and regional governments a defensible evidence base — not opinion, not assumption.
Our legal team drafts naskah akademik, raperda, rancangan permen, and RPP grounded in Indonesian administrative-law doctrine, so every recommendation survives legislative and judicial scrutiny.
We stay through public consultation and post-enactment evaluation, advising on institutional design and program governance so reform survives the transition from paper to practice.
From literacy and numeracy instruments to national curriculum evaluations, our education practice covers the full policy lifecycle.
We have built diagnostic assessment tools, evaluated Kurikulum Merdeka and Program Indonesia Pintar, and authored the technical roadmap behind Indonesia's vocational education reform agenda — work commissioned by the Directorate General of Vocational Education and international partners including the Global Partnership for Education.
Since 2016 we have drafted naskah akademik and raperda for provincial and regency legislatures — from the DIY Regional House of Representatives to Sleman Regency — and prepared ministerial and government regulations for the education sector.
Every draft is grounded in doctrines such as bestuursdwang, the proportionality principle (evenredigheidsbeginsel), and rechtmatigheid van bestuur, so the law we help write actually holds up.
We advise regional governments on licensing reform, decentralization, and spatial-planning policy — work that has included a national perception survey on decentralization and investment acceleration conducted with IAP and APEKSI.
Our institutional-design recommendations are written to be operational from day one: clear mandates, clear reporting lines, and clear legal basis.
Together with BRIN and Indonesia–Japan research partners, we have designed Computer Adaptive Testing (CAT) models for academic potential testing and diagnostic assessment instruments for primary-school mathematics.
These tools now inform how national and regional agencies measure learning — not just once a year, but continuously.

We publish what we learn. Our researchers regularly write policy briefs and commentary translating our fieldwork into arguments policymakers, journalists, and fellow researchers can use.
